Newell, P.E., City Engine
SUBJECT: Annual Sewer Televising Program, City Project 05-19
SUMMARY RECOMMENDATION:
It is recommended by staff that the City Council approve the attached resolution approving a ,
professional services agreement with Tele Scan, Inc., for pipeline inspection services for Fiscal ',I
Year 2006. The resolution authorizes the Mayor to execute an agreement with Tele Scan, Inc., ,
and for the expenditure of up to $200,000.00 under this agreement for televising and other I
inspection work necessary in the maintenance of the City's sanitary sewer system. '
BACKGROUND: i
In late 2003, City Engineering issued a Request for Proposals (RFP) for a three year renewable 'i
professional services agreement to perform televised inspection and other sewer investigation I
work for the City. Tele Scan, Inc. was the only local firm to respond. Other responding firms '
were located in the Chicago and St. Louis areas. The proximity of Tele Scan enables them to be ,
very accessible to the City and able to respond to emergencies with very little delay. Staff
recommends that it is in the best interest of the City to continue to work with Tele Scan to '
perform inspection work for the sewer system and to authorize funding for an additional year for
these services.
In March, 2003 Council approved an agreement with Tele Scan, Inc., to provide pipeline
inspection services for Fiscal Year 2004 and renewed the agreement for Fiscal Year 2005. The
up coming fiscal year(FY 2006) is the third and final year for the current agreement.
Along with ongoing condition assessment, pipeline inspection services have proven invaluable in
locating problems and answering questions that arise in the normal maintenance of the City's
sewer system. The agreement includes set unit prices for:
• Sewer Line Inspections: This work is performed through the insertion of a camera that is
driven or pulled through sewer lines in order to determine the condition of the line. This
information assists staff in preparing improvement projects or identifying maintenance needs.
