. � - ; <br /> • Emergency Inspections: Emergency inspections are generally used to investigate critical <br /> sewer problems such as sinkholes, blocked sewer services or mains, maintenance problems and <br /> some residential complaints. The ability to get a camera into a line that is experiencing a failure <br /> of some type provides staff with a large amount of information to be used in determining a <br /> proper course of action. <br /> • Manhole Inspections: In addition to main line televising, the City is actively inspecting <br /> sanitary sewer manholes. Manholes are often a weak link in the sewer system in that they are <br /> direct access points that leave them open to traffic impacts and heavy storm water inflow. These <br /> forces often have a significant effect on the structural integrity of a manhole and thereby, the <br /> system in general. A significant step in improving the overall reliability of the City's sewer <br /> system and decrease storm water inflow is to gain information on the condition of the City's <br /> manholes and improve them. <br /> • Smoke Testing: This work involves blowing nontoxic smoke into isolated sections of the <br /> sewer system. The smoke will help identify sources of storm water inflow into the sewer system, <br /> such as rain gutters, storm inlets,broken pipe, etc. <br /> POTENTIAL OBJECTION: <br /> In the past, the City Council has requested that City staff review the continuing televising work <br /> and investigate the possibility of developing an in-house capability to perform the televising <br /> work. Attachment A, included herewith, contains an overview of staff's review of the televising <br /> work being performed. In light of the recommendation provided in staffs review, it is <br /> recommended that televising continue as an outside professional service. <br /> INPUT FROM OTHER SOURCES: None <br /> STAFF REFERENCE: Matt Newell, City Engineer, at 424-2747. <br /> The City Engineer, Matt Newell, will be in attendance at the City Council meeting to answer any <br /> questions of the Council on this item. <br /> BUDGET/TIME IMPLICATIONS: <br /> Funding for this project is currently proposed in the Sanitary Sewer Fund for Fiscal Year 2006.
