Alexander, Director of Water Management �� <br />, SUBJECT: Lake Decatur Dredging Project - Anchor Boat Purchase <br /> SUMMARY RECOMMENDATION: <br /> Council adopt the attached Resolution authorizing the purchase of an anchor boat from Dredging <br /> Supply Company for$75,000. <br /> BACKGROUND: <br /> We have completed our first season of dredging and have removed 10% of the sediment that will <br /> be removed from Basin 6 of Lake Decatur. We anticipate dredging there until the fall of 2007. <br /> The equipment will then be moved to the Big Creek area of Basin 1 where the second phase of <br /> dredging will begin in 2008. <br /> Upon completing our first season it became readily apparent that City staff are in need of an <br /> anchor boat to increase operational efficiency. Our original plans and equipment purchases were <br /> based on a dredge tender being able to handle the duties of fuel transport and fueling, equipment <br /> and pipeline work platform, and to set and pull the dredge's large 500 pound anchors. The <br /> dredge tender was a relatively minor purchase of $180,567 when compared to the project's <br /> overall estimated expenses of$26,000,000. It is also critical to maintaining high productivity. <br /> Due to the depth of sediment that the dredge anchors sink into, the stumps that they lodge <br /> themselves against, the difficulty in removing the anchors, the importance of having a second <br /> workboat when the dredge tender is out of service for repairs, or when the dredge tender is being <br /> used for other tasks, staff are recommending the purchase of an anchor boat. <br /> A used anchor boat is available from Dredging Supply Company (DSC) which is the firm that <br /> constructed the City's high quality dredge and booster pump stations. The boat was built by <br /> DSC in 1993, has recently been refurbished, and is ideal for setting and removing dredge <br /> anchors. Two City staff persons inspected and tested the boat last month. <br /> Dredging operations will resume in mid March. Staff are recommending the purchase of the <br /> boat for $75,000, which includes freight and 8 hours of staff training. A used anchor boat in <br /> good condition, from a reliable firm, and at a reasonable price, is difficult to find. If staff <br /> discover that the boat is not suitable for our project within the first 250 hours of use, DSC has <br /> stated that the City can return the boat for a full purchase price reimbursement, minus freight. <br />
