2CC
February 16, 2005
David R. Siade]r.
Decatur Poice Department
333 S. Franklin St.
Decatur, IL 62523
RE: Request for Qualifications
Dear Chief Slade:
RCC Consultants, Inc. is exated to have the opportunity to respond to the Request for
Qualifications, Public Safety Communications Center Consulting Servioes. RCC has been
providing consulting servioes in the United States and other uwntries since 1983. With
over twenty years of consulting support provided primarily to public safety organizations
and local and state gorremments, RCC has enjoyed tfie privilege of supporting some of
America's major public bodies.
There are many reasons to oonsider and select RCC and we hope to share a sample of
tlese with the City through this proposal. We would be grafiefu! for the opportunity to
sve the Der,atur Poiice Depardnent through the services described in the solicitation.
RCC proposes to implement a standard problem-solving strabegy to help find the"will"
and theway"to improve the organizati. Aocomplishing this takes both the support
and cornmitrrient of everyone within the organization (the"will', as well as the effort
(the`vay")to make a posifive impactthe conditions in the organization. It is,
therefore, critical that each of the constituent groups identified in your February 11,
2005 memorandum cbmmit to being part of the solution to these problems.
The general strabegy we propose can be summarized in terms of five steps:
i. Comprehend the probiem.
2. Represent the problem in formal tms.
3. Plan a sdution.
4. Execute the plan.
5. Interpret and evaluabe the solution.
The following Work Plan describes RCC's proposed approach to identifying solutions to
the problems describe.
1. RCC will begin the projed with a"kick-off ineeting. Participants should include
representatives fran each of the cpr►stituent grcwps induding: Police Departrnent
Command Staff; CTO Cadre; supervisors; rank and file employees; and union. In
the meeting, we will:
RCC Consultants, Inc .
28(19 Emerywood Pkwy,Ste.505•Richmond,Virginia 2329Mtel(804)353-0300fax(8(F453-8059
