2CC
a) Clarify project goals and objectives
b) Review problem solving process (proposed work plan)
c) Identify constituent group expectations
d) Establish basic guidelines and rules for the study
e) Verify groups and/or individuals with whom the oonsultants should meet
fl Review project schedule and deiiverables
2. RCC will begin the problem definition phase by oducting individual meetings with
the various constituent groups identif"ec! earlier. The purpose of tfiis effort is to deal
with both the qualitative and quantitative aspects of the problems from the
perspective of the individua! groups. Each group will be asked to arficulate the
problems they see from their unique perspec:Uve. RCC staff will work with each
group to expand upa each problem identified, further identifying the oomponent
parts of the problem. As the problems are clarified, RCC staff will help each group
identify tle crux asticking point oeach problem. This usually include.s developing
a list of general assumptions relating tio the solution bthe problem and which also
determine the constraints b implementing solutions.
We anticipate 5 oonsdtuent groups meetings. A minimum of a half-day per session is
planned. The r+esutts of each group meeting will be reported in a written Probfem
Definition Summary Report and retumed to each group for review and comment.
3. Once the problems have been identified, RCC will identify all workable solutions for
resdving the problems. At this juncture, the best approach in debermining all
workabsoludons is to state all psible aitematives, without evaleating any of the
options. This helps bo ensure that a thorough list of possibilities is created. Workable
solutions will be prtted tio the City in a writben report that indudes a
comprensive discussion of the problems identified by each group as well as the
wkable saluans frcxn RCCs view.
4. Decisions regarding tie workable alternatives will be made by oonsensus of all
constient groups. RCC proposes a follown meing of all constiuent groups after
a review of the problem identification and workable solutions report. Building
osensus gives each grap a chanoe to be Fard and have their input weighed
equally. Consensus works in an environment of trust, where everyone suffers or
gains alike from the decision.
5. RCC will take the decisions reached and formulate an acdon plan for implementing
the sdudons. The action plan will provide a ftarrework for implementing the
deasions rehed and is a tool tio help canmunicate these actions to those directly
and indirectly affected.
RCC Consultants, Inc.
2809 Emerywood PkwySte.505Richmonds Viu'ginia 23294te1(804)353-0300f(804)353-8059
