5. If not completely articulated in the prior above tasks, articulate how the City of Decatur can aclueve
full staffing of the emergency communications center in an etcpeditious manner.
The only one of the poiirts he wanted to clarify was the one regarding regional salary comparisons of ECS
personnel. He said they most certainly will do the legwork and provide us with salary comparisons, but
as far as additional benefits go and how that might figure into the entire salary picture as a comparison,
the number cnuiching would be up to us.
He and his personnel have every intention of talking with HR personnel about their current recruitment,
hiring and selection processes and how they compare to others nationwide,as well as making
recommendations regaxding improvement and more expedient methodology. He has two main missions
on his mind with respect to doing the Decatur study. One is taking a global look at our staffing, why it is
short, why it takes so long to get personnel hired, what we can do to improve and expedite our training of
new ECSs,and how to attract more qualified candida.tes to get us up to full staffing as soon as possible.
The second is to look at the troublesome interpersonal issues in the Center and how to ma.ke
improvemexrts in the relationship between the ECSs,their supervisors, and management.
He indicated the workshops, training, etc.,articulated in his contract will be optional for the City. When
they have completed their study of our situation, they will issue a full written report including
recommendations. Some of those recommendations may be training and or workshops. They will detail
what the recommended training or workshops will entail, the topics, the cost, the amouirt of time needed,
etc. It will then be the City's decision as to whether we decide we wairt any of the training or workshops. !
I am convinced that Mr.Willett and his firm can and will deliver a quality product to the Manager a.nd
Council at the conclusion of his study.
