DECATUR POLICE DEPARTMENT
MEMORANDUM#OS-23
May 20,2005
TO: Steve Crarman, City Manager
Michael Mown,Asst. City Manager /

FROM. Mark Barthelemy, Chief of Police''
SUBJECT: Contract with PSTC Consultants
SUMMARY: I have spoken with Kevin Willett, CEO of PSTC Consultants, who clarified the terms of
the approved contract to study issues surrounding the Emergency Communications Cerner. Mr.Willett
has satisfied any and all questions I had as to the ability of his firm to deliver the services expected by the
Manager and Council.
BACKGROUND: Last month, the City Council voted to enter urto a coutract with PSTC Consultants to
study the staffing issues with respect to the Emergency Communications Ceixter. In addition to those
issues, the police department asked the firm to study the iurterpersonal working environment of the Center,
and make recommendations to improve both areas of concem. Mr.Willett submitted a contractual
document in representation of his firm's interrtions, but further clarification of the specific measures to be
taken and results to be produced, was necessa.ry.
INFORMATION: Deputy Chief David Slade and I conducted a conference ca11 with Kevin Willett
of PSTC at 2:30 p.m. on Friday, May 20,2005. I read through each of the following five poirrts and after
each one asked him if he and his firm intended to deliver that service.in full. His reply, without
exception,to each one of those points was a definite"yes", and in some cases,he added additional tasks
and benefits they intended to provide on each ponrt. The points were:
1. Identify the problematic issues eusting with respect to the recnuting, hiring and retention of
Deca.tur's emergency communication center personnel, as well as problematic issues dealing with
working relationships between management and contractual employees, morale issues, and
subsequent operational deficiencies, and make recommendations to rectify any such issues
discovered.
2. Iderrtify the reasons that the City of Decatur seems unable to find, hire and retain qualified
individuals to staffthe emergency communications center, and make recommendations to rectify
any such deficiencies discovered.
3. Provide an analysis and comparison of the pay(entry, senior and supervisory)of emergency
communications ceixter personnel with respect to other comparably sized agencies in our region. In
addition, make a determination or recommendation regarding the curreirt pay levels with respect to
recruiting, hiring and retaining qualified personnel to staffthe ceirter.
4. Exarriine the current"new-hire"training process for new emergency communication center
employees being utilized by the D;atur Police Depa.rtment and make recommendations to rectify
any deficiencies discovered.
