: .
Mass Transit Memorandum
No. 022405-1
February 24,2005
TO: Honorable Mayor Osborne and City Council Members
FROM: Steve G City Manager
Paul McC y, Mass Transit AdministratorL t
SUBJECT: FTA Operat ng and Capital Assistance Grant for FFY-2005
SUMMARY Staff recommends that Council approve a Resolution to authorize
RECOMMENDATION: the filing of an application for federal funding for FFY-2005 in the
total amount of$1,055,105. The application would request
$1,032,305 in operating assistance and $22,800 in capital
assistance.
BACKGROiTND: Every year the Federal Transit Administration (FTA) sets aside
grant funds for each metropolitan transit system. For FFY-2005
the amount available to Decatur is $1,055,105. Staff recommends
that a grant application be submitted to FTA requesting that the
available funding be divided as follows: $1,032,305 of this amount
to be used to help offset the operating deficit of the Transit System;
and$22,800 to be used to purchase maintenance equipment.
POTENTIAL A public hearing was held to discuss this grant application. No
OBJECTION: negative comments were received. There are no known or
expected objections to this grant application.
INPUT FROM Richard Foiles, General Manager, DPTS
OTHER SOURCES: James Gillum, Maintenance Superintendent, DPTS
STAFF REFERENCE: Paul McChancy, Mass Transit Administrator
BUDGET/TIME The requested FTA grant funds require a local match, as follows:
IMPLICATIONS: a) The proposed FTA operating funds would be matched (50/50)
by state operating funds already awarded to Decatur.
b) The proposed $22,800 of FTA capital funds would be matched
(80/20)by$5,700 of state capital funds to be requested after
approval by FTA,or by City capital funds.
