E., Director of Engineering & Infrastructur ',
, Matthew C. Newell, P. E., City Engineerµl '
SUBJECT: Agreement with Blank,Wesselink, Cook& Associates,Inc. ,,
' Brush College Road Planning Study !,
SUMMARY RECOMMENDATION: ',
Staff recommends that the City Council approve the attached resolution authorizing an I
agreement with Blank, Wesselink, Cook & Associates, Inc., (BWC) to provide professional '
engineering services for Brush College Road Planning Study. The proposed agreement is for a
' fee not to exceed $56,500.00.
BACKGROUND: ,
Brush College Road is an increasingly vital connection on the northeast side of the City. In the
early 1990's the roadway was improved to a four lane cross section north of Faries Parkway.
The section of Brush College, south of Faries Parkway, is a critical link in the roadway and
options for improvement are limited. The purpose of this study is to review options for
increasing roadway safety and capacity in the future.
On August 26, 2004, City staff sent out a Request for Proposals to qualified firms in Central
Illinois to perform a planning study for Brush College Road, in the City, between William Street
Road (Illinois Route 105) and Faries Parkway. Four proposals were submitted in response to the
request and after staff review three firms were selected for formal interviews. The firms
interviewed were URS Corporation (URS); Homer L. Chastain & Associates, LLP (Chastain);
and Blank, Wesselink, Cook&Associates, Incorporated(BWC).
Staff recommends that the City enter into an agreement with BWC to perform a planning study
of Brush College Road between William Street Road and Faries Parkway.
POTENTIAL OBJECTIONS: There are no known objections to this request.
