COUNCIL COMMUNICATION FORM
Engineering & Infrastructure Memorandum
NO. 2004 -75
October 6, 2004
TO: Honorable Mayor Osborne and City Council
FROM: Steve Garman., City Manager
Stephen Swanson, P. E.,Director of Enginering & Infrastructur
Matthew C. Newell, P. E., City Engineer
SUBJECT: Agreement with Homer L. Chastain & Associates, LLP
Jasper Street Subway Rehabilitation, City Project 02-11
SUMMARY RECOMMENDATION:
Staff recommends that the City Council approve the attached resolution authorizing an
agreement with Homer L. Chastain & Associates, LLP (Chastain) for final design services for
improvements to the Jasper Street subway approaches. The proposed agreement is for a fee not
to exceed $73,967.00.
BACKGROUND: ',
The Jasper Street subway structure is owned and maintained by the CSX and the Norfolk and
Southern railroads and the approaches are owned and maintained by the City. In 2002, City
Engineering requested Chastain perform a cursory structural review of the subway and its
approaches. The review recommended that work be performed on the walls, walkway and street
portions of the approaches. In July 2003 City Council approved an agreement with Chastain for
preliminary design services which prqvided a topographical survey of the structure and
approaches, review and documentation of the damage, and a detailed construction estimate.
The preliminary design work identified specific repairs needed to improve the approaches and
provided an estimate of costs. The identified work includes curb wall repairs, sidewalk repairs,
handrail repairs, retaining wall repairs, and street repairs. Total estimated repair costs approach
$700,000 and could go higher with more in-depth engineering design work. Budgeting
constraints make it difficult to plan that magnitude of a project within one fiscal year without
severely curtailing other vital projects such as storm drainage or street improvements. It was
determined in the City's 5 year budget to break the work into 2 projects spanning 2 fiscal years.
