Chastain & Associates, LLP <br /> Jasper Street Subway Rehabilitation, City Project 02-11 <br /> SUMMARY RECOMMENDATION: <br /> Staff recommends that the City Council approve the attached resolution authorizing an <br /> agreement with Homer L. Chastain & Associates, LLP (Chastain) for final design services for <br /> improvements to the Jasper Street subway approaches. The proposed agreement is for a fee not <br /> to exceed $73,967.00. <br /> BACKGROUND: ', <br /> The Jasper Street subway structure is owned and maintained by the CSX and the Norfolk and <br /> Southern railroads and the approaches are owned and maintained by the City. In 2002, City <br /> Engineering requested Chastain perform a cursory structural review of the subway and its <br /> approaches. The review recommended that work be performed on the walls, walkway and street <br /> portions of the approaches. In July 2003 City Council approved an agreement with Chastain for <br /> preliminary design services which prqvided a topographical survey of the structure and <br /> approaches, review and documentation of the damage, and a detailed construction estimate. <br /> The preliminary design work identified specific repairs needed to improve the approaches and <br /> provided an estimate of costs. The identified work includes curb wall repairs, sidewalk repairs, <br /> handrail repairs, retaining wall repairs, and street repairs. Total estimated repair costs approach <br /> $700,000 and could go higher with more in-depth engineering design work. Budgeting <br /> constraints make it difficult to plan that magnitude of a project within one fiscal year without <br /> severely curtailing other vital projects such as storm drainage or street improvements. It was <br /> determined in the City's 5 year budget to break the work into 2 projects spanning 2 fiscal years. <br />
