_ " . <br /> The material specifications for this project required LED traffic signal lights manufactured by <br /> GELcore or a pre approved equal. Over the years, City staff has reviewed the LED technology <br /> and its use in traffic signals. The low electricity consumption and long life of LED signal lights <br /> has been a very attractive advancement in technology. For several years, staff has purchased and <br /> field tested lights provided by several vendors. The GELcore LED lights have proven to be <br /> more reliable than any other currently on the market. <br /> Traffic Control Corporation provided the only bid that met the required material specification of <br /> providing an LED signal light manufactured by GELcore (or pre-approved equal). <br /> The lights proposed by Brown Traffic Products, Inc., were manufactured by Dialight and have <br /> not been approved by City staff as an equivalent to the GELcore product. These lights have <br /> proven themselves to be significantly inferior in field applications. The Dialight product has <br /> been provided on several contracts administered by both the City and the Illinois Department of <br /> Transportation. Their failure rate has been extremely high, generally ranging from two to four <br /> failures per intersection. This proven failure rate is intolerable. <br /> Of the $148,332.00 proposed to be expended for materials, $105,670.00 will be reimbursed by <br /> the LED grant.
