APPENDIX A - SCOPE OF SERVICES <br /> Professional Services Agreement <br /> Date: September 9, 2004 <br /> Client: City of Decatur <br /> Project: Transfer House Feasibility Study <br /> The scope of services consists of four Phases as described below: <br /> I. Structural/Architectural Evaluation Phase <br /> The first task is to evaluate the Transfer House to determine its structural condition for the proposed <br /> move. In order to properly evaluate the structure for the move, a local contracting firm will expose the <br /> existing foundation in two locations by excavating access holes adjacent to the building prior to the <br /> stru�tural inspection. FGI will coordinate the excavation of the foundation with the City Engineer. <br /> Once the foundation is exposed, a team of inspectors will visit the site to observe the condition of the <br /> building structure and determine the optimum manner to accomplish the move. Consideration will be <br /> given to partially dismantling the building for the move, if necessary. The team will include a Licensed <br /> Structural Engineer from Famsworth Group, Inc. (FGI) and a person with extensive experience in <br /> actually moving historic buildings from Balagna Building Movers (Balagna). <br /> This phase will also include the development of a strategy for lifting the building from its foundations <br /> and an assessment of the moving equipment that might be needed. Balagna has extensive experience <br /> in moving historic structures and will assist the Licensed Structural Engineer in developing the proper <br /> strategy for moving the Transfer House. <br /> Following the structural inspection, a written Structural Report will be prepared describing the findings. <br /> This report will identify if the Transfer House is structurally sound and sufficient for the move, or if the <br /> structure is structurally deficient in some manner. <br /> If the structure is found to be deficient, recommendations will be made on whether the building can be <br /> repaired or reinforced economically, including opinions of the construction cost for the proposed repair <br /> or reinforcement. Also included in the report will be recommendations for permanent improvements to <br /> the building structure for continued structural integrity,which can be implemented whether it is moved <br /> or stays in Central Park. <br /> While the structural investigation proceeds, an architectural review of the historic structure will take <br /> place. This will include an inventory of architectural and historic elements of significance, a study of the <br /> potential impact of moving the building may have on these elements and development of steps to be <br /> taken to maintain them. A written Architectural Review Report containing a description of the elements, <br /> photos and potential concems will be provided. <br /> The Structural and Architectural Review Reports will be submitted to the City of Decatur for review and <br /> a meeting with City Staff will be conducted to discuss the structural feasibility of moving the Transfer <br /> House and historic concems. If the City determines that the cost of repair or reinforcement, if required, <br /> is acceptable, the project can move into the next phase. <br /> Append'a A 1 <br />
