SCHEDULE: This phase will begin within one (1)week of Notice to Proceed with Phase I from the
Client. The deliverables will be submitted to the Client within four(4)weeks of starting Phase I. FGI will
coordinate a meeting with the City Staff following submittal of the deliverables.
DELIVERABLES: 15 copies of the following will be submitted to the Client at the end of Phase I:
♦ A written Structural Report as described above.
♦ A written Architectural Review Report as described above.
 II. Moving Path Evaluation Phase
If the City of Decatur authorizes FGI to continue with the Feasibility Study, the next step is to study the
various routes for moving the Transfer House to Lincoln Square. It is fairly obvious that there is a direct
path from Central Park to Lincoln Square by taking Franklin Street south to East Main Street and then
East Main Street to Lincoln Square that requires the fewest turns. That route also appears to be fairly
clear of obstructions. While this route will be one of the favored routes, other reasonable potential
routes will be investigated for advantages and disadvantages. Balagna will provide this evaluation.
This investigation will include consideration for overhead and side clearance at buildings, traffic signals,
and overhead wires. It will also include consideration for any underground structures like manholes or
tunnels that might be impacted by the moving equipment. The study team will contact IDOT and utility
companies to determine the process for approval and the potential cost of providing the required
clearances.
A written report will be provided that identifies the preferred route and outlines the obstacles that must
be temporarily moved out of the way. An opinion of the cost of the move will be included in this report.
The report will be reviewed in a meeting with City Staff. If the City decides that the project is still
feasible, the next phase can proceed.
SCHEDULE: This Phase will be in immediatel u on Notice to Proceed with Phase II from the Client.
9 Y P
The Deliverables will be submitted within four(4)weeks of the Notice to Proceed with Phase II. Data Collection Phase
If the City of Decatur authorizes FGI to continue with the Feasibility Study, the next step is to pertorm a
field survey of the proposed site for the Transfer House in Lincoln Square at the intersection of Main
and Main. The intent of this phase is to collect information that shows the existing conditions so that
the site can be evaluated.
This phase contains two tasks that will proceed simultaneously. One is a topographic survey that
includes locations of the existing underground and aboveground utilities at Lincoln Square. The other
is to pertorm a geotechnical evaluation of the proposed site for new foundations under the Transfer
House.
Append'a A 2
