The topographic survey will be pertormed under the direct supenrision of an Illinois Professional Land <br /> Surveyor. Topographical information will be collected from measurements taken by trained survey field <br /> crews. The horizontal control will be set on an assumed coordinate system and elevations will be <br /> based on an assumed datum. Field measurements will be taken to determine the locations of enough <br /> physical objects to determine the feasibility of this project. The locations of underground utilities will be <br /> determined from evidence available on the ground surtace and the records from utility companies. The <br /> approximate locations of street rights-of-way will be determined from IDOT highway plats. Existing <br /> curbs and parking lots will be located and the number of parking spaces in each area will be noted. <br /> The limits of the survey will be the faces of the buildings that form Lincoln Square. Additional <br /> information will be gathered for up to 50 feet beyond the faces of the buildings within street rights-of- <br /> ways as necessary for completion of Phase IV, but these portions will not be surveyed in detail. <br /> The geotechnical evaluation will be pertormed by Testing Service Corporation (TSC) and will include at <br /> least one boring to determine the nature of the soils in the proposed building location in Lincoln Square. <br /> A written Geotechnical Report will be provided with recommendations for design of a new foundation <br /> for the Transfer House in Lincoln Square. These recommendations will be reviewed and coordinated <br /> with the Licensed Structural Engineer that reviewed the existing building foundations. Coordination will <br /> also take place with Balagna to make sure the proposed foundation type will work with the equipment <br /> and procedures proposed for moving the Transfer House. TSC will provide traffic control during the <br /> geotechnical field investigation. <br /> SCHEDULE: This Phase is dependent on the weather. If weather permits, services will begin <br /> immediately upon Notice to Proceed with Phase III from the Client, and the Deliverables will be <br /> submitted within two (2)weeks of the Notice to Proceed with Phase III. No formal meeting with City <br /> Staff is anticipated during this Phase. FGI will coordinate with the Client if weather delays progress <br /> with the survey or geotechnical services. Upon completion of Phase III, FGI will coordinate with the <br /> Client to receive authorization to proceed with Phase IV. <br /> DELIVERABLES: 15 copies of the following will be submitted to the Client at the end of Phase III: <br /> ♦ A written Geotechnical Report as described above. <br /> ♦ The survey data will be collected in electronic format for use in Phase IV. An electronic copy will be <br /> provided along with a waiver of responsibility, since there is no guarantee that the electronic copy <br /> will work with the Client's software. A hard copy of this data can be provided at no additional cost, <br /> but the drawing may not be entirely legible due to the electronic data overwriting itself in tight <br /> locations. To prepare a document that would be legible with labels on the data, add $1,000 to the <br /> fee range. <br /> IV. Lincoln Square Evaluation Phase <br /> If the City of Decatur authorizes FGI to continue with the Feasibility Study, the next step is to evaluate <br /> the proposed site based on the information gathered in the previous phases. The intent of this phase is <br /> to determine if there are any significant deficiencies in Lincoln Square that might impact the relocation <br /> of the Transfer House to this location and to develop a geometric site plan for the prefeRed location. <br /> To accomplish this, an analysis of the existing underground and aboveground utilities at Lincoln Square <br /> will be pertormed. The investigation will evaluate the location, depth, and potential repositioning of <br /> utilities as affected by the Transfer House relocation. In addition,the analysis will evaluate the potential <br /> for connecting new utilities to existing services as required to fully develop the Transfer House. <br /> Append'a A 3 <br />
