Also included is a review of the roadways to determine if there are any significant barriers to the <br /> proposed building location. A Transportation Engineer that is employed by FGI and is familiar with <br /> IDOT procedures and requirements will provide oversight on this task. <br /> While completing the ewsting utility analysis, further site investigation will take place through site visits, <br /> review of survey information, and communications with the City. The result of both investigations will <br /> be a recommendation for the best location(s) for relocating the historic Transfer House within Lincoln <br /> Square. The recommendation will consider views from North-South Main Street and East-West Main <br /> Street. Vehicular and pedestrian circulation safety, parking issues, and the viability of a landscaped <br /> area immediately surrounding the Transfer House will also be very important factors in selecting the <br /> best location(s). Landscaping that is complimentary to an historic facility will be considered. <br /> The recommendations will be presented to the City of Decatur in a report containing an inventory and <br /> analysis in both graphic and narrative form. The inventory and analysis will identify the existing <br /> conditions within and around Lincoln Square, evaluate how they affect the Transfer House relocation, <br /> and illustrate the reasoning behind the selection of the best location(s). <br /> Upon selection of the preferred position for the Transfer House, a geometric site plan will be developed <br /> identifying its preferred location. Dimensions to surrounding curbs, buildings, parking areas,walks and <br /> any other critical information will be provided. A parking analysis will also be pertormed identifying the <br /> number of existing spaces, parking areas that may be affected by the Transfer House relocation, and <br /> the proposed number of parking spaces. The geometric site plan will be combined with a narrative <br /> describing its selection, and along with the aforementioned siting recommendations, will be included in <br /> a final report submitted to the City of Decatur. <br /> SCHEDULE: This Phase will begin immediately upon Notice to Proceed with Phase IV from the Client <br /> and will have the following timetable for the listed milestones: <br /> ♦ First Four(4) Weeks: During the first four weeks, designs for up to three (3) potential locations for <br /> the Transfer House within Lincoln Square will be prepared. Drawings of the potential locations will <br /> be submitted to the Client for review and selection of a preferred location. <br /> ♦ Two (2)Weeks after Selection of a Preferred Location: FGI will prepare up to three (3) alternate <br /> geometric site plans for the preferred location. The site plans will be submitted to the Client for <br /> review and selection of a preferred site plan. <br /> ♦ Two (2) Weeks after Selection of a Preferred Site Plan: The preferred site plan, modified per the <br /> Client's comments, will be combined with a narrative report as described above and submitted to <br /> the Client as a draft final report. <br /> • One (1) Week after Receipt of Comments on the Draft Final Report: FGI will incorporate the <br /> ClienYs comments into a final report and submit the final report to the Client. <br /> Append'a A 4 <br />
