COUNCIL COMMUNICATION FORM <br /> Engineering & Infrastructure Memorandum <br /> NO. 2004 - 62 <br /> August 12, 2004 <br /> TO: Honorable Mayor Osborne and City Council <br /> FROM: Steve Garman, City Manager I <br /> Stephen Swanson, P.E.,Director of Engineering & Infrastructur I <br /> SUBJECT: City Property East Side of the 300 Block of North Water Street I <br /> SUMMARY RECOMMENDATION: II <br /> It is recommended by City staff that the City Council approve the expenditure of an amount not to I <br /> exceed $8,000 for the rental of equipment by the City to use in filling the open excavation <br /> remaining from the building demolitions on the east side of the 300 block of North Water Street. ', <br /> BACKGROUND: ' <br /> The City had the buildings on the east side of the 300 block of North Water Street demolished in ' <br /> 2002 by a private contractor. The demolition contractor was required to fill the open excavation � <br /> remaining after the demolition of buildings in the north half of the block. In the south half of the ; <br /> block the contractor was required to fill and slope the outer boundaries of the open excavation left �' <br /> from the building demolition and install a fence around the upper perimeter of the area. Both areas ' <br /> were seeded by the contractor for erosion and sediment control purposes. <br /> Because there is no approved redevelopment agreement far the construction of a building on the <br /> south end of the block at this time, staff is of the opinion that the open excavation should be filled <br /> in. Filling in the area will also reduce the necessary maintenance of the open excavation, including <br /> weed trimming, erosion control,maintaining the fence and mosquito control. <br /> City staff has been investigating options to fill the open excavation for the last few weeks. A major <br /> issue has been locating 8,000 to 10,000 cubic yards of suitable fill material to fill the hole. Smaller <br /> amounts are typically easier to locate but the preference is to fill the hole in one operation rather <br /> than a multiple number of operations. The filling operation becomes much more efficient than if <br /> the work involves a multiple number of shutdowns and startups over a longer period of time. It will <br /> also minimize the disruption to the downtown. <br /> A primary issue has been the cost to the City in having this work done. If it is done by a private <br /> contractor, the estimated cost is approximately $75,000 assuming the contractor will have to find, <br /> load and haul the fill material to the location and then grade and compact the fill material. This <br /> estimate can vary considerably depending on what cost the contractor may have for the fill material, <br /> the efficiency of a contractor's operation and the competitive marketplace. As an alternative to <br /> contracting for this work, City staff has investigated the possibility of City crews doing the work. <br />
