. , <br /> City staff has prepared a plan for this work to be done by the Department of Engineering & <br /> Infrastructure with assistance from the Water Management Department largely through the use of <br /> its tandem dump trucks and its bulldozer. A piece of compacting equipment will have to be rented <br /> to compact material as it is placed in the open excavation. The City does not own this type of <br /> equipment. It is important to compact the material to lessen the settlement of the fill material over <br /> time. The estimated cost for the City to do this work is $35,000 including the estimated $8,000 for <br /> equipment rental. <br /> A source of backfill material has been located by City staff. The source is Decatur Concrete <br /> Recycling which has a large stockpile of material from its operations. Questions were raised about <br /> the suitability for the use of this material for construction backfill. These related to the uncertainty <br /> of where the material in the stockpile had originated and to what extent it may contain <br /> contaminants. For this reason, City staff has met with representatives from the Illinois , <br /> Environmental Protection Agency (IEPA) regional office and the Macon County Landfill , <br /> Supervisor to view the source and to obtain guidance on its possible use. Three basic guidelines ' <br /> were offered regarding the use of this source. <br /> The first guideline was that any large pieces of rebar or lumber would have to be removed as pieces <br /> were visible in the pile when the IEPA representatives looked at it. This can be controlled during ', <br /> the loading and unloading of the material. The second was that if petroleum type odors are detected <br /> it should be checked. It was decided that this could be controlled during the loading operations and ' <br /> if odors are detected the "contaminated" material could be put to the side and not loaded into City <br /> trucks. In response to a question about the suspicion that asbestos may be present in the material it <br /> was suggested that the material be sampled and checked for asbestos. If the report states that , <br /> asbestos is not a concern, the City needs to retain the report for documentation purposes in the event <br /> the material is removed from the site. <br /> In general, the IEPA representatives felt that the pile would meet the definition of clean <br /> construction backfill as defined in the Illinois Environmental Protection Act. Following this , <br /> meeting staff has arranged to have the source sampled and tested by Bodine Environmental , <br /> Services. In preliminary conversations with the representative from Bodine the comment was made <br /> that some asbestos may be present in the stockpile simply because it has been exposed to the open <br /> air for some time. Staff has not received a report from Bodine at the time of preparing this <br /> memorandum. If a report is received prior to the City Council meeting, staff will be prepared to <br /> advise the City Council of the report's recommendation. <br /> After receiving the report from Bodine a decision will be made whether to proceed using the <br /> identified source or to locate another source of fill material.
