Phase 1 of the Project was a feasibility study to
evaluate various alternatives to improve the safety of the existing chlorine storage and
feed system. Phase 2 will include Design, Construction Contract Documents, Bid and
Preconstruction Services. Work under Phase 2 will start on execution of this Task Order
No. 4, and work under any other phase will proceed only after Owner has authorized
Engineer in writing to proceed. The scope of services for Phase 2 is as follows.
PHASE 2, DESIGN, CONSTRUCTION CONTRACT DOCUMENTS, BID, AND
PRECONSTRUCTION SERVICES.
Phase 2 shall consist of the design, development of construction contract documents, and
bid and preconstruction services for the following improvements to the existing chlorine
storage and feed facilities at the South Water Treatment Plant: Convert the existing
pressurized liquid withdrawal system to an all vacuum withdrawal system with vacuum
regulators mounted directly on the chlorine ton containers. New vacuum regulators will
be mounted on a maximum of eight containers to provide a feed rate of up to 1,500
pounds of chlorine per day. A total of four scales with two containers per scale will be
provided for two banks of containers with four containers per bank (one bank of four"on-
line" containers and one bank of four"standby containers). Other improvements will
include installation of a dry chlorine scrubber with sufficient capacity to neutralize a
single one-ton chlorine container, and removal of unnecessary existing chlorine feed
equipment and the existing aqua ammonia tank in the area where the new scrubber is
proposed to be located.
A-1
City of Decatur Task Order No.4
Rev.07-13-04
