i
. .
COUNCIL COMMUNICATION FORM
PURCHASING & INTERNAL SERVICES MEMORANDUM
#04 - 28
July 14, 2004
TO: Honorable Mayor Osborne and City Council
FROM: Steve Garman, City Manager
Ron Neufeld, Financial Management Director
Deborah M. Perry, Purchasing Supervisor
SUBJECT: Bids for Water Meters
SUMMARY RECOMMENDATION: Staff recommends awarding contract to Badger Meter,
Inc. to furnish water meters for a three year period.
BACKGROUND: The water meters are used by the Water Services Division.
The low bid of Amco Water Metering Systems, Inc. does not meet City of Decatur specifications
as follows:
City of Decatur Specifications Amco
- The meters are to be of the positive displacement The meter is an oscillating
type with nutating disc. piston style.
The nutating disc style of ineter allows for more gallons per minute to pass through than the
piston style meter. In addition, the metering chamber is larger on the nutating disc (25 GPM)
style of ineter than a piston type (20 GPM) of ineter. This means slower moving parts and less
wear, so the meter lasts longer.
- Warranty section for chamber accuracy: The C-700 meter has a 97%
98.5% accurate at 1/4 GPM for first five accuracy at 1/4 GPM.
years and 95% accurate at 1/4 GPM for
next 10 years or 2,500,000 gallons.
