Newell, P.E., City Engineer
SUBJECT: Drainage Area 18 Improvements, Karen Drive, City Project 02-36
SUMMARY RECOMMENDATION:
It is recommended by staff that the City Council approve the attached resolution awarding the
contract for the Drainage Area 18 Improvements, Karen Drive, City Project 02-36, to Mclntire &
Co., Contractors as the lowest, responsible bidder in the amount of $962,275.00 and that the
Mayor be authorized to execute the contract, and the City Clerk to attest.
BACKGROUND:
On September 2, 2003, the City Council authorized an agreement with Phillip W. Cochran
Engineering (PWC) to design a storm sewer to drain the north portion of Drainage Area 18
which generally centers on Karen Drive. Storm drainage problems and flooding have plagued
the Karen Drive area for many years. Drainage is generally through open ditches which extend
along the streets and through private yards. The development of the southwest corner of Mound
Road and Route 51 has added a level of urgency to the need for storm sewers to serve the area.
The proposed alignment is as provided on the attached drawing. In accordance with the
Council's request, questionnaires were distributed to area residents requesting their input
regarding drainage concerns. These comments have been gathered and addressed in the design of
the proposed storm sewer insofar as possible. It is intended that the storm line proposed here
serve as a trunk line that will allow expansion along Greenridge and west of Greenridge in the
coming years.
The project plans and specifications were prepared by PWC with input from City staff. The
project was advertised on May 5, 2004 and bids were opened on June 1, 2004. The results of the
letting are as follows (bid tabulation attached):
