COUNCIL COMMUNICATION FORM
Engineering & Infrastructure Memorandum
NO. 2004-40
May 28, 2004
TO: Honorable Mayor Osborne and City Council
FROM: Steve Garman, City Manager
Stephen Swanson, P.E., Director of Engineering & Infrastructure'
Matthew C. Newell, P.E., City Engineer
SUBJECT: Concrete Pavement Joint Repairs, City Project 04-18
SUMMARY RECOMMENDATION:
It is recommended by staff that the City Council approve the attached resolution awarding the
contract for Concrete Pavement Joint Repairs, City Project 04-18, to G. M. Sipes Construction,
Inc., as the lowest, responsible bidder in the amount of $615,065.00 and that the Mayor be
authorized to execute the contract, and the City Clerk to attest.
Further, it is recommended that the City Council authorize an additional allocation of$30,000 in
Motor Fuel Tax (MFT) expenditures, in addition to the $600,000 allocated previously, to cover
the proposed concrete pavement rehabilitation work.
BACKGROUND:
Numerous streets within the City of Decatur are constructed of portland cement concrete (PCC)
pavement. A significant portion of the pavement maintenance / rehabilitation effort for a PCC
pavement centers around the many expansion joints. A great improvement can be made in the
ride and load carrying ability of a concrete street if its joints are properly maintained or, as in the
case of this proposed project, restored. This project involves removing deteriorated joints on
various concrete streets (listed below) and reinstalling them in accordance with Illinois
Department of Transportation Standards. This project also includes the replacement of adjacent
curb and gutter sections as necessary.
Project Locations
Monroe Street from Sawyer Street to McKinley Avenue
North Country Club Road from North Fork Road to William Street Road
West Grand Avenue from Home Park Avenue to Fairview Avenue
