Newell, P.E., City Engineer� SUBJECT: Mound Road/Route 51 Area Roadway Improvements, City Project 2002-35 SUMMARY RECOMMENDATION: An item on the agenda for the March 15, 2004, City Council Meeting is the authorization of an '� extension to the Mound Road/Route 51 design services agreement with Blank, Wesselink, Cook �, & Associates, Inc., (BWC), for $18,466. This will increase the original final design services ', authorization from $69,900 to $88,366. Staff recommends that the City Council approve the additional funds requested. BACKGROUND: Beginning in late 2002, the City Council authorized a series of agreements with BWC for various design services related to the improvement of the intersection and streets around Mound Road and U.S. Route 51. These services have been aimed at preparing for the improvement of the area roadways to accommodate the proposed Target development on the southwest corner of Mound and Rt. 51. On December 16, 2002, the City Council authorized a $42,500 agreement with BWC to perform preliminary design services. On May 5, 2003, a $12,700 agreement was authorized for BWC to prepare right of way plats and legal descriptions for acquiring the necessary property for the roadway improvements. On May 27, 2003, a $63,900 agreement was entered into for final design services to complete plans and specifications for the proposed improvements. A $6,000 extension was made to the design service agreement on December 15, 2003. Following the Council's decision to allow an additional expenditure for design services, BWC contacted City staff with the concern that the actual design costs had exceeded their internal estimate far in excess of the�$6,000 originally requested. Staff recommended that BWC prepare written correspondence to explain and justify the overrun.
