tit r <br /> The attached letter from BWC provides a measure of explanation and justification for extending <br />� the agreed cost for design services. As stated in past transmittals to the Council, the City often <br />' asks a consulting engineering firm to foresee a design process that can hold unforeseeable <br /> circumstances. The design process must deal with cutting edge technology, unknown utilities, <br /> and other constraints. Comments must be solicited and responded to from the various entities <br />' having jurisdiction over the roadways involved in the project. Such is the case with the design of <br /> the roadway improvements to Mound Road and Route 51. <br /> A private engineering consultant should be reasonably compensated for services that are <br /> rovided to the Ci . There is a level of trust involved between an en ineering consultant and the <br /> P tY g <br /> City when compensation is estimated and provided. Totaling the preliminary and final design <br /> work together, BWC's compensation to date has been $112,400 (this does not include right of <br /> way services which are not considered part of the design package). This level of compensation is <br /> approximately 7% of the Engineer's Estimate ($1,600,178.43) for the project. Authorizing an <br /> additional $18,466.00 to reflect BWC's actual expenses would bring the total design services <br /> compensation to $130,866, which is 8.2°/a of the estimated cost to complete the work. Situations <br /> will always vary but we would normally expect to compensate a consultant between 6% and 9% <br /> of the assumed project costs. Although it could be argued that these costs should have been <br /> foreseen, BWC's requested compensation is reasonable given the scope of work performed. <br /> POTENTIAL OBJECTION: There are no known objections. <br /> INPUT FROM OTHER SOURCES: Blank, Wesselink, Cook&Associates, Inc.
