• . � � The project plans and specifications were prepared by BWC. The project was advertised January 23, 2004, and bids were opened on February 20, 2004. Gill and Company $ 469,069.00 (-14.42%) BRH Builders & Constructors $ 576,464.40 5.17% Otto Baum Co., Inc. $ 600,760.86 9.61% Dennis Construction $ 680,332.50 24.12% Christy-Foltz, Inc. $ 717,374.00 30.88% Pressure Concrete, Inc. $ 977,001.40 78.25°/a Golf Construction provided the low bid for the proposed work. Golf completed the major rehabilitation work on the City's parking garages in the early 90's. Follow-up discussions with more recent references provided by Golf found them to have a good track record in the field of parking garage rehabilitation. POTENTIAL OBJECTION: The second low bidder, J. Gill and Company expressed concerns to City staff regarding the outcome of the second round of bidding. J. Gill was the apparent low bidder on the initial round of bidding conducted in August 2003 with Golf Construction as the second low. All bidders on the initial project were aware of the total bids submitted by their competitors since the bids were publicly opened and read(individual line items were not released by City Engineering). J. Gill is concerned that Golf s knowledge of their total bid presented in August, combined with the fact that only minor changes were made to the project, gave them an unfair advantage in the second round of bidding.
