Golf completed the major <br /> rehabilitation work on the City's parking garages in the early 90's. Follow-up discussions with <br /> more recent references provided by Golf found them to have a good track record in the field of <br /> parking garage rehabilitation. <br /> POTENTIAL OBJECTION: <br /> The second low bidder, J. Gill and Company expressed concerns to City staff regarding the <br /> outcome of the second round of bidding. J. Gill was the apparent low bidder on the initial round <br /> of bidding conducted in August 2003 with Golf Construction as the second low. All bidders on <br /> the initial project were aware of the total bids submitted by their competitors since the bids were <br /> publicly opened and read(individual line items were not released by City Engineering). J.
