Newell,P.E., City Engineer�lJ� <br /> SUBJECT: Renovation of Parking Garage B, City Project 2003-12 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council approve the attached resolution awarding the <br /> contract for Renovation of Parking Garage B, City Project 2003-12, to Golf Construction, as the <br /> lowest, responsible bidder in the amount of $465,668.00, and that the Mayor be authorized to <br /> execute the contract, and the City Clerk to attest. <br /> BACKGROUND: <br /> In April 2003 the City Council authorized a contract with Blank, Wesselink, Cook and <br /> Associates, Inc. (BWC), to prepare plans and specifications for structural repairs to City Parking <br /> Garage B located on the northwest corner of East North Street and North Water Street. The <br /> parking garage is experiencing some structural damage as a result of water getting into the <br /> structure. The proposed repairs include some deck replacement, column repairs, installing a <br /> waterproof wearing surface on the fourth floor and other improvements to facilitate better <br /> drainage through the structure. <br /> The City received bids for this work in August 2003. The Engineer's Estimate supplied by BWC <br /> was $325,000 and the low bids came in significantly higher than the estimate. Bids also <br /> significantly exceeded the City's budgeted project costs. At the time, it did not appear likely that <br /> funding would be available for the work. For these reasons, City Engineering rejected the bids <br /> and began working with BWC to either reconfigure the project into two phases or wait until <br /> closer to the end of the fiscal year in order to determine if funding would be available in the <br /> General Capital Projects Fund. With the cancellation of the Bayshore North Stortn Drainage <br /> Project and a reduction in several other minor projects, it has been determined that funding is <br /> available for the work. Staff directed BWC to make some minor modifications to the project that <br /> were requested by contractors who bid on the previous proposal, and prepare the project to be <br /> re-advertised. <br />
