Love, eighborhood Programs Manager �j: �� <br /> SUBJECT: Public Facility Grant agreement with Teen Challenge <br /> RECOMMENDATION: Staff recommends approval of the attached resolution allocating <br /> $67,000 for a public facility agreement with Teen Challenge to upgrade the HVAC system in their <br /> facility to fulfill the planned use of the building which includes a residential facility on the third <br /> floor. <br /> BACKGROUND: Each year the Neighborhood Redevelopment Division of the Economic and <br /> Urban Development Department develops an Annual Action Plan in accordance with the <br /> regulations set forth by the U.S. Department of Housing and Urban Development (HLJD) <br /> describing federal funding allocations for the upcoming year. The Plan is reviewed and approved <br /> by HUD and the City Council. In the past, the Annual Action Plan has typically included <br /> appro�mately $150,000 for public service sub recipient agreements and between $50,000 and <br /> $75,000 for public facility agreements. This project is within the $75,000 category and not in any <br /> way related to the $150,000 for public service agreements. <br /> The Annual Action Plan for FY 2002-03 included $74,475 in Community Development Block <br /> Grant (CDBG) funds set aside for public facilities projects. The planned projects were not <br /> completed and the funds have not been used. <br /> The YMCA donated the building at 1 S 1 W. Prairie to Teen Challenge when the new YMCA <br /> opened. The Teen Challenge Decatur Center is the home of the state administrative of�ice. The <br /> vision for this building includes the renovation of the former residential part of this building to <br /> house low and moderate income adolescent girls and adult women. Teen Challenge approached <br /> City staff about participating in the funding of a project including the repair and upgrade of the <br /> e�usting HVAC system. After reviewing the proposal, staff recommends the approval of a public <br /> facility agreement with Teen Challenge, providing $67,000 in carryover funds to be used in this <br /> project. <br /> POTENTIAL OBJECTIONS: <br /> City staffis not aware of any objections. <br />
