», %.
COUNCIL COMMUNICATION FORIVI
Engineering & Infrastructure Memorandum
NO. 2003-77
December 9, 2003
TO: Honorable Mayor Osborne and City Council
F'ROM: Steve Garman, City Manager
Stephen Swanson, P.E., Director of Engineering & Infrastructure
Matthew C. Newell, P.E., City Engineer
SUBJECT: Resolution Authorizing the Allocation of Motor Fuel Tax Funds for General
Maintenance 2002 through 2004
SUMMARY RECOMMENDATION:
It is recommended by staff that the City Council approve the attached resolutions authorizing the
allocation of $350,000.00 per year in Motor Fuel Tax (MFT) funds for general traffic signal
maintenance work completed in 2002, 2003 and 2004 and that the Mayor by authorized to sign
said resolution, and the City Clerk to attest.
BACKGROUND:
The Motor Fuel Tax (MFT) funds allocated to local agencies are administered by the Illinois
Department of Transportation (IDOT). The City is required to adopt a resolution specifying the
allocation of such funds to their intended project.
In 2002, IDOT requested that the City begin completing more formal project designs for its street
restoration work, whereas the work had traditionally been handled through general maintenance
authorizations. General maintenance authorizations have less restrictive requirements for design
drawings, pay items, etc.. Since the street work, which comprises the bulk of the City's MFT
expenditures, was removed from the general maintenance authorization, City Engineering
inadvertently neglected to send through the necessary City Council authorizations for the City's
traffic signal maintenance work. This authorization was normally added onto the general street
maintenance MFT authorization.
