� � I COUNCIL COMMUNICATION FORM ' Engineering & Infrastructure Memorandum No. 2003-73 November 21, 2003 TO: Honorable Mayor Osborne and City Council FROM: Steve Garman, City Manager � Stephen Swanson, Director Engineering&Infrastructure� Matthew Newell, City Engineer ti.�c.�uil Richard Berard,Water Projects Engineer �, SUBJECT: Water Distribution Main from the South Water Treatment Plant to Elevated Tanks, City Project 2003-23 SUMMARY RECOMMENDATION: It is recommended that Council adopt the attached Resolution authorizing an agreement with Bainbridge, Gee, Milanski &Associates, Inc., (BGM) to provide engineering services for a route study and Project Plan to extend a Water Distribution Main from the South Water Treatment Plant(SWTP)to the Elevated Tanks for a lump sum of$30,000. BACKGROUND: In March 2002, the City received a study report from Strand Associates, Inc. entitled "Water System Master Plan". The report recommends a water main distribution improvement project consisting in the construction of: (a) a 30" water main from the South Water Treatment Plant to Garfield Avenue, (b) a 16"water main from the new 30"main to the Division St. Elevated Tank, and (c) a 16" water main from the new 30" water main to the Garfield Avenue Elevated Tank. This project is needed to increase pumping capacity of the high service pumps at the SWTP and reduce significant losses in hydraulic grade throughout the distribution system. The improvements will also allow the proposed south elevated tank to function well with the existing elevated tanks and supply pressure in excess of 20 psi for an extended period of time during a power failure at the SWTP. BGM will assist City staff in providing a preliminary study to investigate existing features along the proposed route, identify potential alternative routes, prepare cost estimates and select the best option. In addition, they will assist City staff with a pre-application for an Illinois Environmental Protection Agency (IEPA) Loan. At the conclusion of the study, BGM will submit a Project Plan to be used in the application for an IEPA loan.
