\ V y '
The proposed intersection improvements significantly impact the properties along Mound Road
on the east side of Route 51, primarily as it relates to access. The street improvements will
eliminate all left turn access for the Holy Cross Lutheran Church. To remedy this access
limitation, the City will be paying for a new entrance for the church further to the east along with
some improvement to the church's parking lot to accommodate the new access point. For the
church property the City will be paying$3,267 for the right of way and a temporary easement and
$19,874 to extend the parking lot approximately 85' to accommodate the new entrance. The
church will also allow their west most driveway on Mound Road to be removed from service as
part of the street improvement project.
To date, right of way has been purchased from the properties located at 3810 Constant View
($435), 3815 Constant View ($11,260), 110 West Mound Road ($3,336), the vacant lot between
110 and 120 West Mound Road ($2,548), 120 West Mound Road ($1,570), 140 West Mound
Road ($787.50), and 214 East Mound Road ($35,600). Negotiations are continuing on two
remaining right of way parcels needed for the street improvements. The outstanding properties
are SBC on the northwest corner of Mound / Rt. 51 and the Remington Apartments across from
the former Sunnyside School.
POTENTIAL OBJECTION: There are no known objections to this agreement.
INPUT FROM OTHER SOURCES: Blank, Wesselink, Cook and Associates, Inc.
Norm Lienemann,NDL Real Estate Consultant, Inc.
STAFF REFERENCE: Matt Newell, City Engineer, at 424-2747
The City Engineer, Matt Newell, will be in attendance at the City Council meeting to answer any
questions of the Council on this item.
BUDGET/TIME IMPLICATIONS:
The proposed right of way purchase is at a cost of$23,141 and is currently budgeted in the Letter
of Credit Projects Fund. The proposed Mound Road / Route 51 improvements are currently
scheduled to go out for bid in January/February of 2004 with a completion in the Fall of 2004.
attach: 2
cc: John Smith, Assistant City Manager of Public Services
John Couter, Corporate Counsel
Phil Wilhelm, Municipal Services Manager
Robert M.
