DECATUR POLICE DEPARTMENT <br /> MEMORANDUM #03-65 <br /> Date: September 19, 2003 <br /> To: Mayor Paul Osborne and City Council <br /> From: Steve Garman, City Manag <br /> Mark Barthelemy, Chief Poli <br /> Summary Recommendation: This memorandum is written to obtain approval from City <br /> Council, to allow the si�nin�u of a contract with HTE Sungard for $71,000 to purchase and install <br /> Field Reporting software, hardware, license fees and maintenance, thus allowing the <br /> implementation of police field reporting. <br /> Backgroand: The Police Department utilizes mobile data computers(MDCs) to enhance the <br /> officers abilities in the field. These computers are equipped with software that allows access to <br /> national crime information databases, driver's licensing and automobile registration as well as , <br /> mobile te�messaging. In early 2003,the Department sent representatives to view software from ' <br /> different vendors. The overall purchase of soflware and conversion of current data files would <br /> ha.ve cost the Department over $1,000,000. In an effort to keep the Decatur Police Department <br /> as a customer of HTE Sungard, they have offered upgraded CAD software at no cost and Mobile <br /> Data Browser softwaze and Field Reporting software with a discount savings of $92,220 to the <br /> City of Decatur. <br /> The purchase and implementation of field reporting will put the Department on the cutting edge <br /> of police field computing. Mobile Data Browsers are the newest software addition to the MDCs. <br /> Mobile Data Browser and message switching allows each offcer to have a unique sign on into the <br /> national crime databases and places the Department in compliance with the new LEADS 2000 <br /> mandates. The Emergency Telephone System Board (ETSB) funded the message switch <br /> hardware portion of that program. New MDCs were also purchased this year. The new <br /> computers aze equipped with features that will allow police officers more fle�bility in the field. <br /> The Field Reporting system will send police reports via radio frequencies to supervisors that will <br /> have the ability to review and approve reports. Once approved, police reports will be uploaded <br /> into the records management system, Case Management and CRIMES database and will <br /> automatically populate fields in those compatible databases, cutting down on manual re-entry of <br /> data. This will also reduce the amount of paper required to file and store police reports. The <br /> Field Reporting software will also be installed at severallocations inside the Law Enforcement <br /> Center allowing reports to be written, completed and reviewed by command staff. The detective <br /> division will also ha,ve access to these reports. <br /> Financial Implications: The discounted costs of the Mobile Date Browser and Field Reporting <br /> soflware is $71,000. Included in the $71,000, is $15,690 which Council has already appropriated <br /> to the Emergency Communications Budget for the annual maintenance agreement fees. The <br />
