Newell,P.E., City Engineer N,,,� <br /> SUBJECT: Intergovernmental Agreement between the City of Decatur and the Sanitary <br /> District of Decatur <br /> SUMMARY RECOMMENDATION: <br /> An item on the agenda for the September 15, 2003, City Council meeting is the acceptance of an <br /> Intergovernmental Agreement between the City of Decatur and the Sanitary District of Decatur <br /> (SDD) for the preparation of a facilities plan amendment for the Big Creek and Lost Bridge <br /> Waste Water Service Areas. <br /> It is recommended by staff that the City Council authorize the City Manager to execute the <br /> agreement and the City Clerk to attest. <br /> BACKGROUND: <br /> The SDD operates the waste water treatment facility and interceptor lines that receive the City's <br /> sanitary sewer discharges. The Illinois Environmental Protection Agency (IEPA) requires that a <br /> facilities plan be in place detailing the service area draining to the District's facilities. The plan <br /> was last updated in 1986 and updates are required prior to any expansion of facilities that may <br /> use loans or grants issued by the IEPA. <br /> The area draining to the Lost Bridge Pump Station has expanded to the point of requiring <br /> additional capacity if growth and development on the southeast side of the City are to continue. <br /> The City is attempting to address the removal of excessive storm water inflow into its sanitary <br /> sewer system in this area in an effort to regain some of the lost capacity. A long term solution <br /> will likely require an additional interceptor to conduct waste water from the area to the treatment <br /> plant. <br />
