 .
COUNCIL COMMUNICATION FORM '
Engineering & Infrastructure Memorandum
NO. 2003-52
September 8, 2003
TO: Honorable Mayor Osborne and City Council
FROM: Steve Garman, City Manager
Stephen Swanson, P.E.,Director of Engineering& Infrastructure
Matthew C. Newell, P.E., City Engineer
SUBJECT: Shadow Lane Relief Sewer, City Project 2003-20
SUMMARY RECOMMENDATION:
An item on the agenda for the September 15, 2003, City Council Meeting is the authorization of
an agreement for design services with Bainbridge, Gee, Milanski &Associates, Inc., (BGM) for a
fee not to exceed $12,000 to design a relief sewer for the Shadow Lane area sanitary sewer
system.
Staff recommends that the City Council approve the attached agreement.
BACKGROUND:
In March 2002, the City Council approved an agreement with BGM to study the sanitary sewer
system serving the Shadow Lane area (see the attached drawing). In December 2002, the
completed study was presented to the City Council along with recommendations on a course of
action that would ultimately restore reliability to the area sanitary sewer system. In June 2003,
the City Council authorized a sump pump disconnection program for the Cresthaven Park
neighborhood. During this meeting the Council directed City staff to work toward a more direct
solution to the over flow problem plaguing the area.
The sanitary sewer system in the MacArthur Road / Arbor Drive area services over 500 homes.
Over the past 10 years, sanitary sewer backups and overflows have plagued the down stream
portion of the sewer which extends down Wolf Road and Shadow Lane to an interceptor
maintained by the Sanitary District of Decatur. The periodic overflows have caused sewage to be
discharged into private homes and into nearby Steven's Creek.
