Newell, P.E., City Engineer�,�•�/l <br /> SUBJECT: Cresthaven Sump Pump Drain Line Extension, City Project 2003-13 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council approve the attached resolution awarding the <br /> contract for the Cresthaven Sump Pump Drain Line Extension, City Project 2003-13, to Otto <br /> Baum Company, Inc., as the lowest, responsible bidder in the amount of$200,555.30 and that the <br /> Mayor be authorized to execute the contract, and the City Clerk to attest. <br /> BACKGROUND: <br /> In February 2002, the City Council authorized an agreement with Bainbridge, Gee, Milanski & <br /> Associates, Inc. (BGM), to investigate ongoing sanitary sewer overflows in the MacArthur Road <br /> / Shadow Lane area. In October 2002, City staff received the final report from BGM. In <br /> December 2002, a copy of the Executive Summary was conveyed to the City Council and <br /> authorization was received for City staff to poll the Cresthaven Park neighborhood as to the <br /> presence of sump pumps in area homes. At a Study Session held in May 2003, the City Council <br /> indicated its concurrence to have staff order the removal of sump pumps from the sanitary sewer <br /> and to begin clesigning a sump pump drain line for the Cresthaven Park subdivision. In July <br /> 2003, the City Council authorized the reimbursement of a portion of the costs incurred by <br /> residents to disconnect their sump pumps from the sanitary sewer or to make other modifications <br /> to their sump pump drainage system. <br /> The deadline for disconnecting sump pumps from the sanitary sewer is September 12, 2003. To <br /> date, 15 homes have disconnected their sump pumps out of the 31 found with illegal connections. <br /> Some deadline extensions have been authorized and City Engineering will be working to <br /> persuade the remaining property owners to comply with the disconnect order. <br />
