Another
benefit to the City in transferring this roadway is that the City has bridges at Big Creek and
Finley Creek that are in need of reconstruction work. The County is willing to accept the
responsibility for the bridges as it has access to bridge replacement grants the City doesn't.
This is estimated to save the City up to $450,000 per bridge. The County is working with the
Township for the transfer of the Township's sections to the County.
Another matter that has been asked in regard to any transfer of Mound Road, is the need for
pedestrian safety at the intersection of Lourdes Drive and Mound Road. This matter is
discussed in the Letter of Understanding for Jurisdictional Transfer - Mound Road. & Baltimore
Avenue. The City and County will further study the location and decide what action to take at
this intersection. It has been agreed that the County will pay two-thirds of the cost of any
agreed to improvements and the City will pay for one-third of the cost. If outside funding is
obtained for the project the cost share will remain the same.
The transfer of roadways was approved by the County Board at its meeting of August 14, 2003.
The Illinois Department of Transportation (IDOT) must also approve of the action. IDOT's
approval is administrative and is not expected to void the action requested by the City and
County.
POTENTIAL OBJECTION:
There are no known objectors to this action.
INPUT FROM OTHER SOURCES:
Bruce Bird, County Engineer; Matt Newell, City Engineer; and Phil Wilhelm, Municipal Services
Manager.
STAFF REFERENCE:
Stephen Swanson, Director of Engineering & Infrastructure at 424-2747.
The Director of Engineering & Infrastructure, Steve Swanson, will be in attendance at the City
Council meeting to respond to questions on this matter.
BUDGET/TIME IMPLICATIONS:
There are no expenditures to the City on this matter. The transfers should become effective
upon the approval by the Illinois Department of Transportation which is expected to be made
within the next two months.
attach: 7
cc: John Smith, Asst.
