� In entering into the discussions the initial thought was that the City and County should both, in <br /> some manner, benefit from a transfer. It was anticipated that some compromises and <br /> sacrifices would be required as it was obvious that a "mile for mile" transfer could not be <br /> achieved given the length of Mound Road. This would require that consideration be given to <br /> balance the short and long term ownership costs to the City and County for their ongoing street <br /> related operations. These operations include maintenance of pavement, road shoulders, curbs <br /> and gutters, drainage facilities and structures, bridges, roadside mowing, pavement marking, <br /> traffic control signs, traffic signals, street sweeping and snow and ice control. The overall goal <br /> was that, in the end, the public would ultimately benefit through any transfers. <br /> The following statements summarize the proposed transfers agreed to between the County <br /> Engineer and the City's Director of Engineering & Infrastructure: <br /> The City will assume jurisdictional control of: <br /> • Mound Road from IL. Rt. 121 to the east curb line of Martin Luther King, Jr., Drive <br /> effective the date that the Illinois Department of Transportation approves the <br /> jurisdictional transfer which should occur in September of this year. Total length of 2.59 <br /> miles. <br /> • Mound Road from the east curb line of Martin Luther King, Jr., Drive to Brush College <br /> Road will be transferred effective July 1, 2007, subject to the conditions in the Letter of <br /> Understanding for Jurisdictional Transfer- Mound Rd. & Baltimore Ave. (copy attached). <br /> Total length of 2.80 miles. <br /> • Greenswitch Road from IL. Rt. 48 to Mound Road effective the date that the Illinois <br /> Department of Transportation approves the jurisdictional transfer which should occur in <br />' September of this year. Total length of 0.42 miles. <br /> The County will assume jurisdictional control of: <br /> • Brush College Road from Fairies Parkway north to Harrison Avenue effective the date <br /> that the Illinois Department of Transportation approves the jurisdictional transfer which <br /> should occur in September of this year. Total length 0.06 miles. <br /> • Baltimore Avenue (City sections) from U.S. 36 to south of Bentonville Road effective the <br /> date that the Illinois Department of Transportation approves the jurisdictional transfer <br /> which should occur in September of this year. Total length of 0.48 miles. <br /> A copy of the Local Agency Agreement for Jurisdictional Transfer form for each of the above <br /> streets is attached. <br /> The streets proposed to be transferred to the City have all, but for a section of Mound Road, <br /> been resurfaced within the last 3 years and are considered to be in good condition and should <br /> not require any major work for 10 to 20 years. The section of Mound Road from MacArthur to <br /> U.S. 51 has not been resurfaced but will be largely reconstructed in conjunction with the <br /> development of the Target site. The addition of these streets to the City street system are not <br /> considered to adversely impact the City's current street related operation programs. <br /> The short section of Brush College Road to be transferred to the County is continuous with the <br /> County's road system and has been, for the most part, plowed by the County. The transfer of <br /> this short section of roadway to the County is logical and has minimal impacts to either the City <br /> or the County. The transfer of Baltimore Avenue will begin to consolidate the ownership of this <br /> roadway. Presently the jurisdictional ownership of this roadway switches between the City, <br /> County and Long Creek Township. This complicates not only street operations but also the <br /> ability to coordinate improvements to the roadway. Consolidating the ownership will facilitate <br /> Page 2 <br />
