E., Director of Engineering 8� Infrastructure� <br /> SUBJECT: Jurisdiction Transfer of Streets with Macon County <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by City staff that the City Council approve the attached resolution that <br /> authorizes the Mayor to execute a Local Agency Agreement for Jurisdictional Transfer of <br /> Mound Road from Macon County to the City of Decatur; a Local Agency Agreement for <br /> Jurisdictional Transfer of Greenswitch Road from Macon County to the City of Decatur; a Local <br /> Agency Agreement for Jurisdictional Transfer of sections of Baltimore Avenue from the City of <br /> Decatur to Macon County; and a Local Agency Agreement for Jurisdictional Transfer of a <br /> portion of Brush College Road from the City of Decatur to Macon County and authorizing the <br /> Director of Engineering & Infrastructure to sign the Letter of Understanding for Jurisdictional <br /> Transfer- Mound Road & Baltimore Avenue. <br /> BACKGROUND: <br /> The County Engineer, Bruce Bird, contacted the City's Director of Engineering & Infrastructure <br /> last year about the possibility of the City agreeing to assume the jurisdictional control of Mound <br /> Road (County Highway 22) from Illinois Route 121 east to Brush College Road. This matter <br /> had been discussed in the past between previous City and County staffs but no agreement was <br /> reached to take it to the elected bodies of the County and the City. This is attributed to the <br /> inability to find and agree to an equitable exchange of streets to avoid either party being viewed <br /> as assuming an unfair burden from the other party and the relative priority of this matter to <br /> other issues at the time. <br /> This proposed transfer resurfaced in the same general time frame as the City's plans for the <br /> redevelopment of the Mound School site. The basic thought was that if the City had <br /> jurisdictional control of Mound Road it would facilitate the decisions and actions associated with <br /> the redevelopment project. In addition, since it was anticipated that the City would be making <br /> major expenditures for improvements to Mound Road that it was logical for the City to have <br /> jurisdictional control rather than the County. The County Engineer and the City's Director of <br /> Engineering & Infrastructure agreed to determine what street transfers could be made between <br /> the City and County that would result in Mound Road being transferred to the City. <br />
