Newell, P.E., City Engineer�.�� <br /> SUBJECT: Drainage Area 18/Karen Drive Area Drainage Improvements, <br /> City Project 2002-36 ' <br /> SUMMARY RECOMMENDATION: <br /> An item on the agenda for the September 2, 2003, City Council Meeting is the authorization of <br /> an Engineering Services Agreement for project design services with Phillip W. Cochran <br /> Consulting Engineer (PWC), for a fee not to exceed $38,000 for the Drainage Area 18 / Karen <br /> Drive Area Drainage Improvements. <br /> Staff recommends that the City Council approve the attached resolution and agreement. <br /> BACKGROUND: <br /> In December 2002, the City Council authorized an agreement with PWC for a preliminary <br /> drainage study for Drainage Area 18. This study is in the final stages of completion and <br /> sufficient information has been determined to move into the design phase of the project. <br /> Drainage Area 18 is the area of the City, north of Pershing Road, that drains to Spring Creek. A <br /> map showing the proposed drainage improvement area is attached hereto. Four years ago the <br /> City completed a major drainage improvement to a portion of Drainage Area 18 south of Karen <br /> Drive along Greenridge Drive. At the time, it was staffs goal to begin addressing the known <br /> drainage problems in the area north of Karen Drive. Budget priorities and time constraints did <br /> not allow this proposed drainage project to proceed. With the pending development of the <br /> proposed Target site on the southwest corner of Mound Road / Rt. 51, the drainage problems in <br /> this area have taken on a greater urgency. If City drainage policies are adhered to, it is likely that <br /> drainage will not increase from the proposed development, however, area storm water drainage <br /> will probably be impacted to some degree. <br />
