modifications to esting utilities, and building modifications, where necessary. The
preliminary cost opinions will not include operating costs for new or esting facilities,
costs for new equipment to replace old or worn out equipment, or costs for new pipe
routing or new chlorine feed points unless they are necessary for the proper installation of
the new equipment.
Chlorine Scrubber
Engineer shall evaluate the use of a new chlorine scrubber to remove and treat chlorine
gas resulting from possible future accidental discharge in the existing chlorine feed room.
Engineer shall evaluate both wet and dry type scrubbers. The scrubber will be sized based
on Engineer's interpretation of the applicable codes.
This evaluation will not include any new chlorine feed equipment or modifications to the
esting feed equipment. The evaluation will be based on locating the scrubber in the
southwest corner of the basin in place of an existing ammonia storage tank.
This evaluation will include the cost of the scrubber equipment, new duct work, utilities,
removal of the esting ammonia storage tank, modifications to the existing building, and,
if necessary, a new scrubber building.
Conversion to Totaltv Vacuum Driven Chlorine Feed Svstem
The existing chlorine feed system operates by withdrawal of liquid chlorine from ton
containers, and includes pressurized liquid chlorine equipment and piping, and pressurized
chlorine gas equipment and piping between the containers and existing vacuum regulators.
Chlorine feed is vacuum driven downstream from the vacuum regulators.
Conversion to a totally vacuum driven feed system would require changing from liquid to
gas withdrawal from the chlorine ton containers. Because gas withdrawal is slower than
liquid withdrawal, gas withdrawal would require two ton containers connected on each
side of th
e automatic switchover e ui ment r
q p ather thanust one contamer on each side as
is currently operated. Vacuum regulators would be mounted directly on the chlorine ton
container tapping valves to eliminate all pressurized chlorine piping.
Any chlorine leakage that might occur in the vacuum piping would be minimized because
of the negative pressure in the vacuum piping system.
This evaluation will include the cost of the new vacuum regulators and associated
equipment, modifications to the existing chlorine equipment, and utilities. Engineer shall '
prepare a schematic and layout drawing to show the proposed arrangement of the new
equipment.
Automatic Shutoff Vatve Actuators
A-2
City of Decatur Task Order No.3
Rev.07-25-03
