Travis Stanley, Civil Engineer��I� <br /> ���` `�1 <br /> SUBJECT: Sludge Lagoon Road Repairs, City Project 2003-06 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council approve the attached resolution awarding the <br /> contract for Sludge Lagoon Road Repairs, City Project 2003-06, to Entler Excavating Co., Inc., <br /> as the lowest, responsible bidder in the amount of$69,533.15, and that the Mayor be authorized <br /> to execute the contract, and the City Clerk to attest. <br /> BACKGROUND: <br /> The sludge lagoons receive the waste slurry that is generated by the City's South Water <br /> Treatment Plant as part of the treatment process. The slurry material is mostly composed of lime <br /> and waste particles removed from the raw water entering the plant from the lake. The waste <br /> material is dredged from the lagoons every fall and applied to area farms where it is used <br /> primarily as a conditioner to reduce the acidity of the soil. <br /> Roads are constructed around the lagoons to ensure good access to the City's contractor that <br /> dredges the waste material from the lagoons. City staff must also collect clear water samples <br /> from the lagoons on a monthly basis to be sent to the IEPA for testing since the clear water is <br /> returned to the Sangamon River. It is necessary that the access roads serving the lagoons be kept <br /> in a maintainable condition. <br /> The project specifications were prepared by the Engineering Division. The project was <br /> advertised on June 12, 2003 and bids were received on June 27, 2003. The results of the letting <br /> are as follows (bid tabulation attached): <br />
