.*
COUNCIL COMMUNICATION FORM
Engineering & Infrastructure Memorandum
NO. 2003-35
June 24, 2003
TO: Honorable Mayor Osborne and City Council
FROM: Steve Garman, City Manager
Stephen Swanson, P.E.,Director of Engineering& Infrastructure
Matthew C. Newell, P.E., City Engineer
SUBJECT: Concrete Pavement Joint Repairs, City Project 2003-18
SUMMARY RECOMMENDATION:
It is recommended by staff that the City Council approve the attached resolution awarding the
contract for Concrete Pavement Joint Repairs, City Project 2003-18, to G. M. Sipes
Construction, Inc., as the lowest, responsible bidder in the amount of$623,788.00 and that the
Mayor be authorized to execute the contract, and the City Clerk to attest.
BACKGROUND:
Numerous streets within the City of Decatur are constructed of portland cement concrete (PCC)
pavement. A significant portion of the pavement maintenance / rehabilitation effort for a PCC
pavement centers around the maintenance of expansion joints and the reestablishment of load
transfer between the pavement joints and cracks. A significant improvement can be made in the
ride and load carrying capacity of a concrete street if its joints are maintained or, as in the case of
this proposed project, restored. This project involves removing deteriorated joints at the
following locations and reinstalling them in accordance with City Standards. This project also
includes the replacement of adjacent curb and gutter sections as necessary.
Proj ect Locations
Martin Luther King, Jr. Drive from Pershing to Garfield
Oakland Avenue from Illinois Route 48 to Leafland
Grand Avenue from Fairview to Gulick
Franklin Street from 8th Drive to lst Drive
University from Rt. 48 to Grand
Pershing and 27th Street Intersection
