The assessment was undertaken at the request of the City of
Decatur to identify potential environmental concerns associated with the parcel. Based upon
the property records, aerial photographs, the EDR report, interviews and responses to
Freedom of Information Act(FOIA)requests, the property appears to have been owned or
controlled by the Public School District and used for public education for a substantial period
of time.
In accordance with the ASTM Practice E1527-00, a site inspection was conducted on
through coordination with the Decatur Public School District. It appears that the parcel is
currently used for educational and recreational purposes. Surrounding property uses were
observed to be dominated by single and multi family residential, churches and an Ameritech
facility at the northwest corner of Mound Road and North Water Street. No apparent stained
soils or stressed vegetation due to releases of hazardous substances or petroleum products
were observed during the site inspection. Industrial/commercial activities were not observed
at the time of the inspections.
Specific items identified during the Phase I activities and contained in the Phase I report
include: 1) Identification of two former Underground Storage Tanks (USTs) at the Mound
facility; 2) Significant quantities of building materials which appear to have been identified
as Asbestos Conta.ining Materials(ACM); 3) Transformer, pad mounted, at both Mound and
Sunnyside facilities; 4) Older fluorescent lighting fixtures which may contain
polychlorinated biphenyls (PCBs); 5) Laboratory facilities at Mound appear to contain small
quantities of hazardous substances which require proper profiling, manifesting and disposal;
and, 6) Manufacturer's Safety Data Sheet(MSDS) information for cleaning compounds.
5350 East Firehouse Road ■ Decatur,Illinois 62521-9601 ■ 800/637-2379 ■ FAX: 217/864-2086
