Decatur,City of,Mound School Bodine Project#114675
Phase II Subsurface Investigation Report August 29 2003
2.0 Phase II Investigation:
Bodine received the signed service agreements on July 3, 2003. Coordination with the
Decatur Public School District for site access was initiated with the preparation of an access
agreement, which was signed on July 24, 2003. Bodine marked the exterior locations for
proposed borings to assist the utility locates on July 18, 2003 and contacted the Joint Utility
Locating Information for Excavators(JLJLIE), Dig#A2032830. In addition, Bodine
contacted the City of Decatur to request marking of the sewer and water lines.
Bodine entered into sub-contract agreements with Advanced Environmental Drilling
Company and Pine Environmental Services for the drilling of outdoor and indoor drilling,
respectively. Based upon scheduling opportunities, Bodine initiated the outdoor boring
investigation on July 25, 2003. Interior borings were initiated on July 28,but repairs to the
Decatur Public Schools Local Area Network System extended the interior operations through
August 1, 2003.
3.0 Backup Generator UST Location:
After the utility locates had been completed, Bodine adjusted the boring locations to avoid
encountering the identified utilities. Bodine established Data Quality Objectives(DQOs) for
this project as obtaining sufficient number of borings, no less than six,to determine the
approximate location of the tank and obtain samples of sufficient quality and quantity to
meet the Illinois Environmental Protection Agency(IEPA) Site Remediation Program (SRP)
standards for obtaining a No Further Remediation(NFR) letter.
While the proposal indicated only six(6) borings, Bodine utilized a systematic sampling
approach to step out from each of the borings to adjacent locations. Ultimately, a total of 11
borings were completed as indicated in Figure 1. The increase in the number of borings was
directed by Bodine to insure the data quality objectives established for this project were
achieved. As the number of borings were increased, Bodine maintained the number of
samples collected for laboratory analysis at 6 samples for Benzene, Toluene, Ethylbenzene
and Total Xylenes(BTEX) and Poly-cyclic Aromatic Hydrocarbons (PAHs), otherwise
referred to as Polynuclear Aromatic Hydrocarbons (PNAs).
3.1 Field Investigation Summary:
On July 25, 2003, Bodine mobilized a Direct Push Technology(DPT) unit, service
vehicle, personnel and equipment to the site for the purpose of completing subsurface
investigations outside of the Mound School.
Bodine had previously established locations based upon design drawings obtained from
the Decatur Public School District, see Attachment A. After the utility locates were
completed, Bodine adjusted the locations to avoid impacting existing utilities. In
2
!ii)UINE:ENV(RONMENTAL SERVICES, INC. --
