�� . <br /> ATTACHMENT A <br /> FOR <br /> TASK ORDER NO.2 <br /> FOR <br /> CONTINUING AGREEMENT FOR ENGINEERING SERVICES <br /> Owner: City of Decatur, Illinois <br /> Engineer: Black& Veatch Corporation <br /> Project: Vulnerability Assessment and Emergency Response Plan <br /> Date: <br /> DESCRIPTION OF SCOPE OF SERVICES <br /> The scope of services for Task Order No. 2 shall generally consist of the following: <br /> Engineer shall conduct a vulnerability assessment(VA) of the critical assets located <br /> within the City of Decatur's municipal water system and prepare an Emergency Response <br /> Plan (ERP). The VA shall include a review of applicable water utiliry operating policies <br /> and procedures. The VA and ERP shall comply with the requirements of the Public <br /> Health, Security, and Bioterrorism Preparedness and Response Act of 2002 (P.L. 107- <br /> 188). <br /> Vulnerability Assessment(VA) <br /> The facilities to be reviewed during the VA shall include: <br /> • South Water Treatment Plant. <br /> • Lake Decatur, including the dam, raw water intake, raw water pumping station <br /> and all appurtenances. <br /> • Emergency backup wells and other existing emergency backup water supply <br /> facilities. <br /> • Pumping stations. <br /> • Storage tanks. <br /> • Distribution system. � <br /> • Supervisory Control and Data Acquisition (SCADA) system. <br /> • Lime sludge storage lagoons. <br /> The VA shall be comprised of six (6) basic tasks. <br /> Task 1.
