The meeting agenda shall include: <br /> • Review of the goals of the project, scope of services to be performed, schedule of <br /> project activities, deliverables to be provided, and the schedule for submittal of <br /> the deliverables. <br /> • Identification of the mission and objectives of the utility. <br /> • Determination and prioritization of critical assets. <br /> • Discussion of general security issues, concerns, and objectives unique to the <br /> facilities under examination. <br /> • Preliminary assessment of potential malevolent acts and the design basis threat. <br /> • Coordination of interviews of appropriate staff as well as local law enforcement <br /> entities that will be performed as part of the field investigations. <br /> • Development of a list of data and/or documents required for each system at each <br /> facility or infrastructure (prior to the field investigation). <br /> Task 2. VA Field Investigations <br /> Engineer shall visit the selected sites to perform the following: <br /> • Assess existing security and vulnerability issues and collect facility data. <br /> • Review existing policies and procedures. <br /> • Document security systems and countermeasures already in place. <br /> • Interview select City staff and law enforcement entities. <br /> The Engineer shall verify the data collected in earlier phases and identify vulnerabilities <br /> based on the design basis threat. The Engineer shall verify evaluate current operational <br /> and physical protection system effectiveness and threat capabilities, as they are specific to <br /> each facility. <br /> VA field investigations are estimated by Engineer to be completed within a total of 16 <br /> hours, and shall be considered a part of the Basic Services. VA field investigations that <br /> are necessary to complete the scope of services in excess of 16 hours shall be considered <br /> Supplemental Services. <br /> Task 3. VA Security Debriefing Workshop <br /> Task 3 shall consist of a debriefing meeting to discuss specific findings from the site visit <br /> and vulnerabilities identified. The meeting shall be held either immediately following the <br /> field investigations or by telephone conference call to minimize travel costs, and shall <br /> include: <br /> • An overview of what was observed and typical countermeasure recommendations <br /> that are anticipated. <br /> • Identification of any inconsistencies in observations with items discussed during <br /> the kick-off. <br /> A-2 <br /> City of Decatur Task Order No.2 <br /> Rev.OS-21-03 <br />
