• Presentation of any questions raised by the site visits. <br /> • Discussion of security and operational vulnerabilities that may require immediate <br /> action. <br /> Task 4. Draft Vulnerability Assessment Report <br /> Engineer shall prepare and submit a draft report to Owner for review. The report shall <br /> include final recommendations for enhancements and countermeasures. Rough order of <br /> magnitude (ROM), opinions of probable cost shall be developed for the selected <br /> enhancements. <br /> The report shall present an overview of findings and contain the following: <br /> 1. Executive Summary <br /> 2. Introduction <br /> Shall include vulnerability assessment objective, methodology, organization, and <br /> team. <br /> 3. Determination of Water System Objectives <br /> Shall identify the important missions/functions of the system <br /> 4. Threat Identification <br /> Based on historical events and current threat information, as discussed during the <br /> kick-off ineeting and in interviews with staff and law enforcement. Shall include <br /> design basis threat and like tactics and targets. <br /> 5. Asset Prioritization <br /> Shall group assets (facilities and systems) by priority based on the kick-off <br /> meeting. Priorities shall be described and rationale of prioritization presented. <br /> 6. Asset Discussions <br /> Shall describe assets in order of priority, with an emphasis on existing security <br /> effectiveness and potential vulnerabilities, and present applicable countermeasures <br /> on a facility-by-facility basis. Asset discussions shall include individual facilities <br /> (water treatment plant, lake and dam, etc.); groups of like facilities, as appropriate <br /> (ground and elevated storage tanks); systems (distribution piping, SCADA, <br /> communication); and interdependencies (power, chemical deliveries). <br /> Shall evaluate existing physical protection system features of deterrence, <br /> detection, assessment, delay, and response, including: <br /> - Fences <br /> - Perimeters <br /> - Buildings <br /> - Lighting <br /> A-3 <br /> City of Decatur Task Order No.2 <br /> Rev.OS-21-03 <br />
