— Intrusion detection <br /> — Access control <br /> — Closed Circuit Television (CCTV) <br /> — Cyber protection system features <br /> Shall also review security and operating procedures. <br /> Shall evaluate the vulnerability of each facility with respect to malevolent acts <br /> based on the existing security and operational effectiveness, and recommend <br /> additional countermeasures, as appropriate. Countermeasures for each facility <br /> shall be prioritized and costs shall be presented for the countermeasures by facility <br /> and by priority grouping (within each facility). Itemized countermeasure cost <br /> estimates for each facility shall be included in an appendix. <br /> 7. Qualitative Probability of Malevolent Acts from Defined Threat Sources <br /> Shall prioritize adverse events/consequences affecting the water system and the <br /> surrounding community including: <br /> — Loss of critical function and/or major service disruption. <br /> — Intentional attack on public safety via water utility assets, <br /> contamination of the water supply, and chemical releases or chemical <br /> theft. <br /> Shall present the qualitative probability of various events based on historical <br /> events and law enforcement input. Shall present the severity of the consequences <br /> of an event based on potential loss of life and economic impact. Shall rank the <br /> probability and consequences of each event as high,medium, or low. <br /> 8. Qualitative Risk Analysis <br /> Shall assess the relative value of the countermeasures by comparing the relative <br /> risk (determined by the assessment of the probability of the event and the severity <br /> of the consequences under Item 7) to the effectiveness of the proposed <br /> countermeasure. This assessment shall be made on the basis of professional <br /> judgment and experience with the proposed countermeasures and potential threats. <br /> 9. Appendices <br /> Shall include site photographs, meeting minutes, law enforcement meeting notes, <br /> aggressor characterizations, contamination of water discussion, and rough order of <br /> magnitude cost spreadsheets. <br /> Engineer shall submit five copies of the draft report to Owner for review. <br /> If Owner requires a meeting with Engineer to review Owner's comments on the draft <br /> report, it shall be considered a Supplemental Service. <br /> Task 5.
