COUNCIL MEMORANDUM <br /> #2403-09 <br /> May 29, 2003 <br /> TO: Honorable Mayor Osborne <br /> City Council Members <br /> FROM: Steve Ga ty Manager <br /> RE: enior Center <br /> The attached resolution is in response to Council's direction. <br /> We have been asked to provide a summary history of this issue for the benefit of the new <br /> members. Due to the one day available for agenda preparation, all dates and specifics could not <br /> be documented;however,the following is a factual summaiy: <br /> 1) Prior to the preparation of CDBG applications a trauung session was announced <br /> and held to assist applicants;the Senior Center was not represented. <br /> 2) The grant request from the Senior Center did not meet H[JD guidelines, and <br /> staff recommended denial; City Council concurred. <br /> 3) An anonymous donor offered twenty yeazs of paid rent (valued at $1 million) if <br /> the Senior Center relocated to the downtown library space. The Center <br /> declined. <br /> 4) Prior to the Center's purchase of the build'mg where they are to relocate, city <br /> staff advised Mrs. Poundstone about the difficulties of redeveloping an e�sting <br /> site; it was suggested they reconsider the free, quality space at the library;the <br /> Center decided to purchase the building rather than relocate to the library. <br /> The price paid by the City to the Senior Center for their downtown property was based on <br /> an appraisal. Since 1995, the Center has been granted$70,000 (+) a year from the City to <br /> administer programs for seniors. They are currently funded in the FY 2003-2004 budget at <br /> $71,000. <br />
