SECTfON 3 — SITE HYDROGEOLOGICAL CHARACTERIZATION
I' The property is relatively flat but does generally slope to the east and south. In this old urban
area surrounding sidewalks and pavement carry storm water to an underground combined
, sanitary and storm sewer system.
Circular#532 published by the Illinois State Geological Survey provides hydro geological
characteristics to a depth of 50' throughout the State of Illinois. This reference source
indicates the general area containing the subject site consists of a layer of rela:vely
impermeable glacial till to a depth of at least 50'. There is some indication of scattered
' sand/gravel seams in the 20' — 50' depth range. While Circular#532 is not intended to
represent reliable characteristics for a specific site, it does indicate that the potential for
widespread contamination of groundwater is relatively low in the area of the subject site.
A serch of Illinois State Geological Survey mine records indicate abandoned coalmines
nearby to the southeast and the south. It appears that the Decatur Coal Company and the
Macon County Coal Company mine extended to within '/4 to '/2 mile to the southeast of the
subject property. Records indicate mining ceased in 1927. Also, records indicate the
Manufacturers and Consumers Coal Company and the Macon County Coal mine extended to
within approximately one mile to the south. That mining activity appears to have ceased in
1948. Nline subsidence can be associated with locations above or near underground mines.
However, mines indicated by the records do not appear near enough to affect the subject
, property. No Significant effects have been apparent in the immediate area of this property.
SECTION 4 — SITE INSPECTION
iGeneral
On October 10, 2000 and on July 10, 2001, Harry M. Cook, Jr., P.E. of Blank, Wesselink, Cook
& Associates, Inc., conducted a visual inspection of the property. An "Environmental Property
Audit Field ChecklisY' was completed and is attached as Exhibit "C". Photographs of the
property were taken on October 10, 2000 and are attached as Exhibit "D".
Asbestos Containinq Material (ACM) Lead and Polychlorinated Biphenyi (PCB's)
The structures currently on the property are scheduled to be demolished to allow for
 redevelopment of the area.
An asbestos inspection has ben conducted which identified a variety of ACM throughout the
existing structures. The City of Decatur has indicated that an IDPH licensed contractor will
complete the required abatement design provlded by an fDPH licensed Designer. An
Asbestos Project Manager will monitor the apt, ment work and submit a final report.
'
 BWC #380-0101.002 Page 6 7/11/01
