1 <br /> Page 2 ' <br /> The project plans and specifications were prepared by Engineering Division staff. The project <br /> was advertised April 15, 2003, and bids were opened on April 28, 2003. The results for the <br /> letting are as follows: <br /> Compared to <br /> Engineer's Est. <br /> Bidder Bid Price Over(-Underl <br /> Engineer's Estimate $219,968.25 ----- <br /> Karnic Construction $181,353.55 (- 17.55%) <br /> Entler Excavating Co., Inc. $188,806.05 (- 14.17%) <br /> Hardsurfacing, Inc. $206,475.24 (- 6.13%) <br /> Otto Baum Company $212,453.80 (- 3.42%) <br /> Staff is recommending Entler Excavating as the lowest responsible bidder over Karnic <br /> Construction, who submitted the low bid. The General Conditions for this project requires a <br /> pre-qualification indicating that the City will only provide bidding documents to contractors who <br /> have a current Certificate of Eligibility, as issued by the State of Illinois, on file with the City. <br /> Karnic Construction does not have a Certificate of Eligibility and they were inadvertently <br /> allowed to take out bidding documents and bid on the proj ect. In terms of the requirement of this <br /> specific project, the inability to secure a Certificate of Eligibility from the State of Illinois makes <br /> Karnic Construction an unresponsible bidder. <br /> $250,000.00 has been set aside in the City's General Fund for sidewalk improvements in the <br /> City. Staff is requesting authority to expend up to $220,000 on this project if sidewalk <br /> improvement needs dictate. <br /> Staff desires to be more responsive to the citizens of the City by making a strong effort to <br /> improve the timeliness of necessary sidewalk replacement/repair work. <br /> POTENTIAL OBJECTION: <br /> Karnic Construction may object to the City's use of the State's issuance of a Certificate of <br /> Eligibility for this project. Many local contractors do not possess the State's certificate. To date, ; <br /> Karnic Construction has completed two sidewalk projects for the City. City Project 9927 was a I <br /> sidewalk ramp project with a final cost of just under$35,000 that was completed in the spring of ' <br /> 2000. City Project 9922 was a sidewalk project with a final cost of just under $85,000 that was <br /> I completed in the fall of 2000. Both projects were completed to the satisfaction of the City. City ', <br /> Project 9922 had the pre-qualification requirement of a Certificate of Eligibility, however, the ' <br /> City determined, in that instance, that Karnic had the ability to perform the work regardless of <br /> their possession of a certificate. <br />
