authorized by or on behalf of the party to be bound thereby. To the degree there is a <br /> conflict between the provisions of this Agreement and the Development Agreement, the <br /> provisions of this Agreement shall control. <br /> 15. Contractor Employees and Liabilities. It is understood that persons engaged or employed <br /> by Contractor as employees, agents, or independent contractors shall be engaged or <br /> employed by Contractor and not by the Authority or City. Contractor alone is <br /> responsible for their work, direction, compensation and personal conduct.
